Admission to the IBA International Summer School 'New Social Housing' - Vienna

I was introduced to the IBA International Summer School ‘New Social Housing’ by Prof. Dr. Simon Güntner, Prof. Dr. Christoph Reinprecht and Prof. Dr. Rudolf Scheuvens. There, I will participate with the lecture ‘The involvement of housing companies in the provision of affordable housing: An exemplary analysis of the metropolitan regions of Munich and Stuttgart’ in Vienna. Concept: “In the framework of the International Building Exhibition (IBA) on “New Social Housing”, which will take place in Vienna in 2022, the TU Wien and the University of Vienna established a research cluster (“ResearchLab”) to encourage interdisciplinary, critical and comparative research in the field of social housing and urban development. To accomplish this goal, the ResearchLab started in 2018 with a series of annual International Summer Schools on relevant aspects of social housing.

In 2019, the Summer School will have a thematic focus on the social dimension of social hous- ing. The notion of „social“ is dynamic and can be interpreted in different ways, also with regard to housing policy. A relational interpretation refers to interpersonal ties. A normative interpre- tation refers to social equality, forms of supply or support for disadvantaged groups. In the tradition of Viennese housing policy, the social dimension becomes manifest in the goals of „social mixing“ and „affordability“.

Today, far-reaching social change is reflected in new family and household forms, a new relationship between housing and work, new mobility concepts, new technologies and other changes that affect living and the importance of housing for making everyday life good and satisfying.

It is a core challenge to capture the relevance of this change for the provision of housing and to adjust the system so that it can respond adequately to the new challenges (and avoid unintended effects through inappropriate instruments).

The International Summer School 2019 wants to explore perspectives of new social housing with historical, current and forward-looking contributions from social sciences, planning, architecture, and also in relation to concrete housing projects, and bring these into the discussion of the IBA Vienna 2022” (iba-researchlab 2019)

Ich wurde in die IBA International Summer School ‘New Social Housing’ durch Prof. Dr. Simon Güntner, Prof. Dr. Christoph Reinprecht und Prof. Dr. Rudolf Scheuvens aufgenommen und werde mich dort mit dem Vortrag ‘The contribution of housing companies in the provision of affordable housing: An exemplary analysis of the metropolitan regions of Munich and Stuttgart’ in Wien beteiligen. Konzept: „Im Rahmen der Internationalen Bauausstellung (IBA) zum Thema “New Social Housing”, die 2022 in Wien stattfinden wird, haben die TU Wien und die Universität Wien ein Forschungscluster („ResearchLab“) eingerichtet, um die Interdisziplinarität zu fördern sowie kritische und vergleichende Forschung im Bereich des sozialen Wohnungsbaus und der Stadtentwicklung betreiben zu können. Um dieses Ziel zu erreichen, startete das ResearchLab 2018 mit einer Reihe jährlicher internationaler Sommerschulen zu relevanten Aspekten des sozialen Wohnungsbaus.

2019 wird sich die Summer School thematisch mit der sozialen Dimension des sozialen Wohnens befassen. Der Begriff „sozial“ ist dynamisch und kann auch im Hinblick auf die Wohnungspolitik unterschiedlich interpretiert werden. Eine relationale Interpretation bezieht sich auf zwischenmenschliche Bindungen. Eine normative Interpretation bezieht sich auf soziale Gleichheit, Formen der Versorgung oder Unterstützung benachteiligter Gruppen. In der Tradition der Wiener Wohnungspolitik manifestiert sich die soziale Dimension in den Zielen „Social Mixing“ und „Erschwinglichkeit“.

Der weitreichende soziale Wandel spiegelt sich heute in neuen Familien- und Haushaltsformen, einer neuen Beziehung zwischen Wohnen und Arbeiten, neuen Mobilitätskonzepten, neuen Technologien und anderen Veränderungen wider, die sich auf das Leben auswirken.

Es ist eine zentrale Herausforderung, die Relevanz dieser Änderung für die Bereitstellung von Wohnraum zu erfassen und das System so anzupassen, dass es angemessen auf die neuen Herausforderungen reagieren kann (und unbeabsichtigte Auswirkungen durch unangemessene Instrumente vermeiden kann).

Die International Summer School 2019 möchte Perspektiven des neuen sozialen Wohnungsbaus mit historischen, aktuellen und zukunftsweisenden Beiträgen aus den Bereichen Sozialwissenschaften, Planung, Architektur und auch in Bezug auf konkrete Wohnprojekte untersuchen und in die Diskussion der IBA Wien 2022 einbeziehen” (iba-researchlab 2019)
